The Rural City of Benalla is located in the north-eastern part of Victoria and has a population of over 13,000. The shire includes the towns of Baddaginnie, Benalla, Devenish, Goorambat, Major Plains, Swanpool, Tatong, Thoona, Warrenbayne and Winton.
